Abstract:	Die Qualität der Planung von Bauten und Anlagen ist ein fundamentaler Teil des gesamten Qualitätsanspruchs und Qualitätsdenkens im Bauwesen. Allein der Planer hat zu Beginn eines Projektes den Gesamtüberblick über die Grundlagen, die Anforderungen, das Projektziel und die Machbarkeit. Weil die Planungsleistung die Basis für alle weiteren Aktivitäten darstellt, muß der Anspruch an die Qualität dieser Leistungen besonders hoch sein. Konzeptionelle Planungsfehler können auch durch beste materielle Qualität nicht kompensiert werden.
