Abstract:	Die Fortentwicklung der Energieeffizienz von Gebäuden im Laufe der letzten 40 Jahre hat zu immer höheren Energieeinsparanforderungen geführt. Das energiesparende Bauen ist komplexer geworden. Während das erste Energieeinspargesetz und die erste Wärmeschutzverordnung 1977 nur wenige Seiten umfasst haben, wurden die energetischen Regelungen für Gebäude fast schon unübersichtlich oft novelliert und fortgeschrieben. Mit den gestiegenen Anforderungen an die Gebäudeenergieeffizienz sind auch besser dämmende Materialien für den Wärmeschutz und leistungsfähigere Baukonstruktionen entstanden. Dementsprechend sehen die klima- und energiepolitischen Zielsetzungen der Bundesregierung und der EU strengere Anforderungen für Neubauten und den Gebäudebestand vor - für die letzteren allerdings, um das Wirtschaftlichkeitsgebot zu wahren, auf etwas abgeschwächterem Niveau. 40 years of ordinance on thermal insulation: Developments in the energy efficiency of buildings over the last 40 years have led to stricter energy savings requirements. Energy-saving construction has become more complex. While the first Energy Saving Act and the First Thermal Insulation Ordinance (Wärmeschutzverordnung, WSchV) only ran to a few pages in 1977, the building regulations in relation to energy have now been amended and updated so often they are no longer transparent. With the increased demands on buildings to be energy efficient, better thermal insulation materials have been created and structures with better thermal performance developed. In line with these developments, the German Federal Government and the EU now impose stricter requirements on new and existing buildings in the context of both their climate and energy policy objectives. In order to ensure existing buildings remain economically viable, requirements for these are slightly laxer.
