Abstract:	In 2020 hat Luxemburg seinen Klimaplan für den Zeitraum 2021 bis 2030 beschlossen, welcher ehrgeizige Ziele für den Wärmesektor enthält. Die Datenlage im Wärmesektor, vor allem bei der Schlüsseltechnologie Wärmepumpe, ist jedoch unzureichend, zum Nachteil aller beteiligten Akteure. Die Universität Luxemburg hat deshalb eine Wärmemarktstudie erstellt, die Verkaufszahlen nationaler Hersteller und Händler im Zeitraum von 2014 bis 2018 auswertet und auf diese Weise wesentliche Trends im Hinblick auf die Klimaziele aufzeigt. Die Auswertung zeigt signifikante Unterschiede zur bisherigen Datenlage bei Wärmepumpen, die sich aufgrund der Nichtinanspruchnahme der staatlichen Förderung ergeben. Insgesamt werden deutlich mehr Anlagen installiert als bisher angenommen Der Absatz fossiler Heizkessel ist konstant, wobei eine Verschiebung des Energieträgers von Öl zu Erdgas zu verzeichnen ist. An analysis of the heat market considering the national framework and energy policies In 2020, Luxembourg passed its Climate Plan for the period of 2021-2030 which includes ambitious targets for the heat sector. To the disadvantage of all actors in the field, the available data is inadequate. This is especially true for heat pumps that are a key technology for the energy transition. In order to address this issue, the University of Luxembourg created a heat market study that analyzes the sales figures of national manufacturers and retailers for the period of 2014-2018 and shows relevant trends. The evaluation arrives at a significantly different result regarding heat pumps, contrary to existing data. The main reason for that is the non-utilization of state subsidies which leads to considerably more heat pumps installed than actually listed. The sales figures for heating boilers remain largely unchanged, although there is a noticeable shift in the utilized energy source from oil to gas. The overall trend is going towards the targeted direction. Nevertheless, there is a crucial need for action since the accomplishment of the climate objectives is based a.o. on a yearly growth of the Luxemburgish heat pump market by 16 % until 2030.
