Abstract:	In der öffentlichen Bauverwaltung sind die Bauherren-, Planungs- und Baukosten zu hoch, wie die Studien des BM Bau und der Landesrechnungshöfe zeigen. Alle Kosteneinflüsse bei der öffentlichen Bauverwaltung addiert führen zu 40 bis 50 % Mehrkosten öffentlicher Bauvorhaben. Es werden deshalb Strukturvorschläge zur Kostensenkung entwickelt und Vorschläge zur Umsetzung der erforderlichen Reformen gemacht.
