Title:	Das Nieuwe Provinciehuis in Antwerpen
Abstract:	Erst in der autonomen Region Flandern, später im ganzen Land, besteht in Belgien seit der Einführung des “Bouwmeesters” (1995) ein hoher Anspruch an eine neue Architekturkultur. Der Baumeister kümmert sich um die architektonische Qualität von öffentlichen und halböffentlichen Bauprojekten. Sein wichtigstes Instrument ist dabei das Open-Call-System, welches bei einer entsprechenden Ausschreibung zunächst die architektonische Haltung eines Büros abfragt. Erst nach Auswahl eines Büros muss dieses einen konkreten Vorschlag ausarbeiten. Das eröffnet auch jungen Architekturbüros Chancen, mit wenig Aufwand ihr Können zu beweisen. Das Provinciehuis in Antwerpen ist auf diese Weise aus einem “open oproep”-Wettbewerb hervorgegangen. Kennzeichnend für dieses 58 m hohe Gebäude ist seine leichte Verdrehung. Ausgeführt in Ortbetonbauweise in Sichtbeton, dürfte der Neubau für belgische Verhältnisse als ungewöhnlich gelten, werden doch die meisten Hochhäuser in Belgien üblicherweise in Fertigbetonbauweise erstellt. The Nieuwe Provinciehuis in Antwerpen There has been a high demand of new architectural culture since the introduction of the “bouwmeesters” in 1995, first only in the autonomous region Flanders and later in the whole country. The master builder takes care on the architectural quality of public and semi-public construction projects. His most important instrument thereby is the so-called Open-Call-System which calls in the course of a tendering procedure first for the architectonical attitude of the office. Only after an office has been chosen, it has to develop a concrete draft. This also opens up opportunities for young architects to prove their skills with little effort. The Provinciehuis in Antwerp has thus emerged from an “open oproep” competition. The characteristic feature for this 58 m high building is its slight contortion. It has been built as in-situ concrete construction with exposed concrete and therefore this new building might be considered unusual since most of the high-rise buildings in Belgium are usually prefabricated concrete constructions.
