Abstract:	In einer Ende 2019 veröffentlichten Dissertation wurde mit dem Funktionalen Kostensplitting (kurz: ƒKs) eine Handlungsempfehlung zur sachgerechten und nachvollziehbaren Ermittlung Mieterhöhungen nach energetischen Maßnahmen entwickelt. Ausgangspunkt war das Dilemma zwischen der enormen Bedeutung energetischer Maßnahmen an Mietwohnbeständen für die klimapolitischen Ziele einerseits und andererseits den widersprüchlichen Beschreibungen ihrer Wirtschaftlichkeit für die beiden Mietervertragsparteien - zwischen Gentrifizierungsinstrument und Warmmietenneutralität. Die Ergebnisse der Forschungsarbeit schließen nicht nur eine Lücke in der interdisziplinären Wissenslandschaft der Akteure des Mietwohnungsmarktes. Mit der daraus abgeleiteten Handlungsempfehlung des ƒKs wurde zudem erstmals der bautechnische Erfolg energetischer Maßnahmen - die tatsächlichen Verbesserungen der Bauteilfunktionen - an den nach geltendem Recht resultierenden Mieterhöhungsbetrag gekoppelt. Auf diese Weise wird das Zieldreieck der Nachhaltigkeit aus Ökonomie, Ökologie und Sozialem energetischer Maßnahmen austariert. Die Arbeit wurde vom Wissenschaftlichen Beirat des BUND mit dem BUND-Forschungsreis für nachhaltige Entwicklung 2020 ausgezeichnet. Im vorliegenden Aufsatz werden Grundlagen und Arbeitsweise des ƒKs sowie erste Ergebnisse einer noch andauernden qualitativen Evaluation vorgestellt. Functional cost splitting for energy-efficient refurbishments as a contribution to the sustainable development of rental housing stock In a dissertation was developed the Functional Cost Splitting (ƒKs), a recommended course of action for the appropriate and comprehensible determination of rent increases after energetic measures. The starting point was the dilemma between the enormous importance of energy measures on rented housing stock for climate policy goals on the one hand, and on the other hand the contradictory descriptions of their economic viability for the two parties to the tenancy agreement - between gentrification instrument and warm rent neutrality. The results of the research balance the sustainability triangle of economy, ecology and social aspects of energy measures. The work was awarded by the BUND Scientific Advisory Board with the Research Prize for Sustainable Development 2020. The following article presents the basic principles and working methods of ƒKs as well as the first results of a still ongoing qualitative evaluation.
