The Deutsche Bahn AG as the new propriator of the railway facilities intends to re-integrate the train station and ist surrounding which often block the continuing urbanization of the city center and to adapt rail traffic to the requirements of the future in several cities. The assigned long-term planning dialogue is titled "Projects 21".

ln the frame-work of a feasibility study published in April 1994 and later as a prelimenary project, the capital of Baden-Wuerttemberg shall serve as a model entitled "Stuttgart 21".
